Sovra Inc. is a private company. We are not affiliated with, endorsed by, or in any way connected to:

  • The United States government, including the Department of Health and Human Services (HHS) or the Centers for Medicare & Medicaid Services (CMS).
  • Healthcare.gov or any state-based health insurance marketplace.
  • Medicare, Medicaid, or any other federal or state benefit program.
  • The Internal Revenue Service (IRS) or any tax authority.

For official information about federal health insurance programs, visit healthcare.gov or medicare.gov. For information about your state's insurance marketplace, visit your state's department of insurance.

Sovra's recommendations are powered by a licensed insurance agency and a licensed insurance agent:

04Carrier appointments

Covered America holds active appointments with major health insurance carriers participating in the Affordable Care Act marketplace and the off-exchange individual and family health insurance market. Specific carrier appointments vary by state and may change.

If you are interested in plans from a specific carrier that we are not appointed with in your state, we will tell you and may refer you to a different licensed source. We never recommend a plan from a carrier that you cannot actually enroll in.

05About our recommendations

Sovra's recommendations are advisory only and based on:

  • The information you provide during intake (state, ZIP, household composition, income, current coverage, doctors, prescriptions, conditions, and other relevant data).
  • Plan information sourced from insurance carriers, federal and state marketplaces, and licensed health insurance data providers.
  • Our underlying advisory technology, which weighs factors such as premium, deductible, network, formulary fit, and out-of-pocket maximum to identify plans that align with your stated needs.

Our recommendations are not guarantees of any specific outcome. Plan availability, pricing, networks, and formularies are determined by the carrier and the relevant marketplace and are subject to change without notice.

You should always verify the following directly with the insurance carrier before enrolling:

  • That your specific doctors and other providers are in-network for the plan year you are enrolling in.
  • That your specific medications (including dosage and form) are covered, and at what tier.
  • That any specific procedures or treatments you anticipate are covered, including any prior authorization requirements.
  • The premium, deductible, and out-of-pocket maximum applicable to your specific household.

06Subsidy estimates

Sovra calculates estimated premium tax credits (subsidies) and cost-sharing reductions (CSR) based on the household income and composition you provide and on published federal poverty level (FPL) thresholds for the applicable plan year.

Estimates are not guarantees. Actual subsidy eligibility is determined by the federal Healthcare.gov marketplace (or your state-based marketplace) at the time of enrollment based on:

  • Income data they may verify against IRS records and other sources.
  • Household composition information they may independently verify.
  • Citizenship and immigration status verification.
  • Other eligibility factors, including incarceration status and access to other minimum essential coverage.

If your actual subsidy is lower than estimated (because your verified income is higher than estimated, or for other reasons), you may owe additional taxes when you file your annual federal tax return. We recommend consulting a tax professional if you have questions about how a subsidy will affect your taxes.

07Not legal, financial, tax, or medical advice

Sovra provides health insurance advisory services only. Nothing on the Service constitutes:

  • Legal advice. For questions about your legal rights or obligations, consult an attorney licensed in your jurisdiction.
  • Financial advice. For questions about how health insurance fits into your overall financial situation (such as retirement planning, HSA strategy beyond insurance fit, or estate planning), consult a financial advisor.
  • Tax advice. For questions about premium tax credits, the impact of insurance choices on your taxes, or any other tax matter, consult a certified public accountant or tax professional.
  • Medical advice. Sovra cannot tell you what medical treatment to seek or which doctors are best for your specific health condition. For medical questions, consult a licensed healthcare provider.

08Sources of plan information

Plan information presented by Sovra is sourced from:

  • Insurance carriers directly, where data feeds are available.
  • Licensed health insurance data providers for ACA-compliant plans, provider networks, and formularies.
  • Federal and state health insurance marketplaces, including public plan landscape data and Plan Finder APIs where applicable.
  • Public healthcare provider registries used to verify provider names and specialties.

While we work hard to keep plan data accurate and current, we cannot guarantee its accuracy or completeness. Plan data, including premiums, networks, and formularies, is subject to change by the carrier at any time. Always verify critical details with the carrier before enrolling.

09State availability

Sovra's plan recommendations are available to residents of states where Covered America holds an active license. As of the effective date of this disclaimer, this includes 47 U.S. states. Sovra is currently not available to residents of California, Alaska, or Hawaii.

If you reside in a state where Sovra is not available, we will notify you during intake. You can find a licensed insurance agent in your state through your state's department of insurance or by visiting Healthcare.gov's "Find Local Help" tool.

10Effective dates and plan years

Health insurance plans have specific effective dates determined by federal regulation and carrier rules:

  • Open Enrollment Period (OEP) for most ACA marketplace plans is typically November 1 through January 15 (federal marketplace), with state-based marketplaces sometimes offering longer windows.
  • Special Enrollment Periods (SEP) are available year-round for individuals who experience qualifying life events such as loss of other coverage, marriage, birth or adoption of a child, relocation, or other circumstances defined by federal regulation.
  • Plan year: Most ACA-compliant plans operate on a calendar plan year (January 1 through December 31).

Plan information presented by Sovra reflects the current plan year unless otherwise noted. During the open enrollment period for the following year, plans for both the current and upcoming year may be available.
